HD 7990 performance problems.

I recently upgraded from a HD 6850 to a HD 7990 and so far the upgrade feels more like a downgrade. I get microstutter in almost all games, even if crossfire is disabled. Some games I am also getting terrible fps, for example metro last light, I dont really play this game so its not too much of a problem but I should be able to run the game on high settings getting atleast 60fps but i get about 20fps. From all the games I have tested the only game that doesnt get microstutter is saints row the third and i have no idea why. I cant even play league of legends, the stutter every second is incredibly irritating. The games it chooses to run fine seem to be random. I went through all my games changing graphic settings, making profiles in ccc and trying the afr friendly option, 1x1 optimising and tried disabling crossfire for some games but still get microstutter. I have the latest omega driver so I dont think it could be driver related. I dont think its a temp issue, the card goes to about 85-90 under load. Something I have noticed is in the msi afterburner osd thing even if i disable crossfire it still shows the second gpu as being at the same usage % as the first.

The games I have tested: assassins creed 3, batman arkham origins, borderlands 2, borderlands pre sequel, bioshock infinite, cod advanced warfare(for some reason it says that only 2000mb of vram is detected and it autos to medium settings),cs go,skyrim, far cry 3, gta 4, metro last light, nether, saints row the third, titanfall, battlefield 3, civ 5, sleeping dogs, thief and the witcher 2. Some of the games run fine highest settings but I get microstutter and some run terribly and i get low fps.

Specs: FX 8350 OC 4.4ghz(I only OCd to see if it fixed the performance issues but it didnt), 16gb corsair ddr3 1600mhz, msi 970 gaming, corsair tx750, 1 samsung 1tb hdd, 1 Western digital 1tb hdd(no raid).
 
Sorry for not clarifying, I meant MSI 970 Gaming Motherboard. I didnt have msi afterburner installed before changing cards. I will try the 14.9 drivers, id rather not reinstall windows as I only did it a week ago when i got my new mobo.
 
OK Im not at home until tomorrow so will try it then, I will try with omega drivers and if it doesnt work then i will try 14.9

I will also try firestrike.

I now have the 14.9 drivers and so far the games seem to be running better but I still get microstutter in most games and for some reason crossfire is enabled in all games even though I have the setting to enable it on games without a profile off. It seems completely random which games run OK and which dont. Crossfire should not be running in League of Legends but it is, I have the overlay to tell me crossfire is enabled and i get microstutter. I have to create a profile and set it to disable crossfire.
 
I am getting low fps in a lot of games no matter what the settings so I am going to try reinstalling windows, do I have to format my drive or can I just do a reinstall? Will it make a difference do you think?

EDIT: Ok I just checked Unigine Heaven scores and I am getting roughly ~1400 when I should be getting ~3600.
