Whats the difference between a laptop with the Intel HD4000 and a desktop computer with a HD4000 graphics processor?

My spec is the same except that i have a I7 3770K and monitor is running at 1680 x 1050

but i only get 9fps
 
ooops didnt see that part, just saw the gpu model as above. but should i get more than 9 FPS

Not really since the IGPU in the cpu was meant to be used for office only. Not for gaming, if you are gaming get a 7850 or above :p
