HD4870 problems

Ill post this here as my post in general hardware got deleted. Am having problems with my HD4870 ( at least i beleive its this causing the problems) in my new titan vulcan system. It has no os installed and when i try to start the computer up i get no post beep, and 3 leds on the back of the gfx card continually flash, and fan speeds up and slows down in sync with the leds. Anyone any ideas as to the problem, have already tried removing replacing cables and tried the card in the second pci-e slot.
 
both power connectors are plugged in, and the leds dont stay on they flash as if it is continually trying to POST. The cpu is overclocked (at least it should be havnt managed to boot up to check )
 
has any one tried resetting the cmos on their vulcan system, only thing i havnt tried yet, as i dont fancy having to overclock the system again if it suppose to be done already
 
still have mine, sent a webnote yesterday but all they suggested was remove/replace gfx card, done that and every other component and still no luck. Only worry i have with resetting the bios is that a)ill have to re-overclock again (never done it before) and b) if it doesnt work will they remember to redo it if i send it back
