Can you do this to a slave SATA drive within Windows. If not, could you pretend to re-install Windows booting to setup screen and partition it there then just cancel the install!?

Right click My Computer > Manage > Disk Management

Yes you can do the pretend reinstall thing but you can also do it the way as said above ^^^^
