HDR issues with desktop

Does anyone else have any issue with HDR on Windows 10? On games you can see the colour difference that support it, MW 2019, Destiny 2, But the desktop looks washed out. RuneScape looks a little washed out. Darks are darker with SDR and white's are whiter with SDR. The cursor on the desktop isn't even white with HDR turned on.

I use a Samsung 50" RU7470 TV with HDR10+ and HLG. My GPU is an RX480.
 
Windows is a complete mess with HDR from my own experiences.

I tend to leave the desktop set to SDR and RGB 8 bit colour and enable HDR in the game and have the game fullscreen, this enables HDR out when the game launches (as confirmed by my monitor), but when exiting the game, the monitor jumps back to normal.

The downside is you get the display messing around when starting/exiting a game and alt+tab to switch from the game to another app causes it to glitch as it reverts to SDR temporarily until back in the game...

I did once get windows desktop to look good with HDR, but one update later and it all went back to washed out, so don't bother anymore.

Oh right I see, main issue with Call of Duty is that the HDR option is only there if HDR is turned on for the desktop which was making me think it was gonna be out of colour or something.
