HDR TV but not seen as HDR?

Hi, I have a Samsung 75 "Crystal UHD 4K 75TU7020 (2020), which is HDR10+...

Windows doesn't see that it's HDR capable (I use a good new cable and my cable, 1080ti and tv should support it) when I directly connect my pc to the tv.

Also when I play stuff via Plex on my TV directly, I get this message:

Why can't I play in HDR ? Anyone have any idea?
 
Ok I found it under an odd setting under general settings, called hdmi extensions... Stupid Samsung why would one turn if off by default? Windows now recognizes my TV as hdr compliant. But plex doesn't, is it a client limitation and would I need owt like an Nvidia shield?

For compatibility. Most manufacturers do the same.

Not sure about Plex, HDR content works fine on the app on my LG.
