Headlights won't start on cold start.

The cars a Ford Fiesta ST mk6.5, the past few mornings my headlights haven't started on cold starts. They are find any other time of the day and in the mornings I either have to keep flicking them on and off or leave the engine running for a minute turn it off and then back on again and the lights will come on.

All other lights work fine, side lights, full beams, fogs etc. It's just the main beam. I wanna say it's a wiring issue but why would it eventually work/work after turning the engine off again?

Anyone got any ideas as to what could be going on?
 
Sticky relay or maybe even a dodgy switch?

The switch can easily be tested if you pull it out and test it with a multimeter.
 
It's a normal filament.

I'm away all weekend till Wednesday so I'll try and have a test of it at the end of next week.
