Heating programmer issue.

Hey guys, I have gas central heating split into two zones, Zone 1 for the living room, bathroom and hallway, and Zone 2 for the bedrooms and ensuite. Currently I can only have one zone heated at a time, if I try to turn the heating for the second zone on, the red light will illuminate but there will be no "click" and the heat will not come on. Doesnt matter which zone is being heated I cant use the other one unless I switch the intial zone's heating off.

Very occasionally if I have had the heat on in Zone 2 and it has been on for a while, I can turn Zone 1 on and it will work without issue which is strange. I am about 80% sure that when I first got the house 6 years ago I was able to heat both zones together, but my memory could be failing me in my old age...

Programmer is a Horstmann Centaurplus C21 which I suspect isnt the ideal programmer as it is designed to control the Central heating and Hot water. But with my boiler being a combi there is no hot water control needed, instead the Central Heating button controls Zone 1 and the Hot Water button controls Zone 2. Not sure if this would matter but thought I should mention it anyway.

Any ideas what could be causing this problem? Im guessing the programmer is to blame but im not an expert.
