I currently have an Athlon 3800+ X2 and I'm thinking of upgrading to a Phenom 9700 soon. A few months ago I bought this http://www.arctic-cooling.com/cpu2.php?idx=80&disc=
to replace my faullty CPU fan.

It will fit an AM2+ socket, but would it be good enough to cool a Phenom 9700? I can seem to find a definitive answer anywhere. I am not planning on overclocking it. If not what would you suggest instead?

Cheers.

if not overclocking then yes it should be fine
however you may wish to get a slightly better HSF

currently i only run a 4400+ however ive clocked mine's to 2.5Ghz (unable to get any more from current setup)
my temps are 32c idle and 58c 100% loaded
thats with fan running at lowest rpm
if your going for a phenom can i suggest you get this one instead
