Heatsink fan stops on boot up some times?

ive just built a system with a sempron 3000, every thing works nice when it boots up normally, but some times wen u turn it on the speaker on the mobo starts screaming and when u look in the case the fan has stopped?
Any idears anyone??? :confused:
 
Something is in the way of one of the fan blades, just catching it perhaps? Otherwise i would expect dodgy wiring, try moving the wires supplying the power whilst its on and see if the fan slows down or stops.

I recently built a system for someone with a 3400 sempron in it - and the same happened as is happening to the OP - it was the above solution that sorted it out.
