as title really am getting a new pc next month and am looking for a really good heatsink that i can get the most out of a q6600 at least 3ghz but i guess thats down to the mobo and mem as well  ideas on heatsink

Thermalright Ultra-120 Extreme or Tuniq Tower, both are excellent heatsinks. If you decide on the Thermalright Ultra-120 Extreme also add a 120mm fan to bring those temps down even more.

Assumming you Q6600 is the 95W G0 stepping version you should easily get 3Ghz on the stock cooler, probably up to 3.2Ghz before Prime95 Load temps go above 70c...

As suggested the Thermalright Ultra 120 Extreme is an excellent cooler and you should have little problems getting 3.4-3.6Ghz with a good fan and case airflow.. Indeed you can get higher with this cooler.

Tuniq Tower is also worth looking at if you dont want to spend quite so much on a heatsink as the Ultra 120... Again Tuniq should see 3.4Ghz without a problem

As to clocking... any of these motherboards would be good:
