Heatsink Noise

My heatsink fan is currently at 6400rpm and 50C Idle, which i belive to be way to high for an amd phenom ii x4 965, at stock settings

When i was installing the cpu i had to remove the heatsink as the latch had come off, causing most of the thermal pad to be left on the cpu. Could this be my problem, or should i get a new fan?
 
Try cleaning off whatever thermal pad/compund is left and then applying some new thermal compund.

If there's not a good contact between the CPU, thermal pad/compound and the cooler temperatures will soar and the fan spin at full speed to try and cool the CPU.
