heatsink not working properly

I have an Akasa low profile heatsink which has just started to half spin or spin and stop when i switch on my pc is this caused by my motherboard or is the heatsink on its way out?

Plug another fan into the same fan header briefly (you dont want to run without a cpu fan cooling the metal for anymore than say 10seconds) and see if that is ok.

Or you can plug the cpu cooler into another system fan header while testing the main cpu header?
