IIRC OC'ing ability of i7 is very dependant on memory speed and 1600 is necessary for higher clocks.

Someone feel free to correct me if this isn't the case, I've not read up on i7 that much and wont do until I make the leap myself (waiting to see if AM3 manages to pull off some -very unlikely- magic to become a viable alternative to not just core2 but i7).

I would say that hitting 4ghz on air is going to be a challenge, not impossible, but a challenge nonetheless. Chances are about 15% I'd say - from what I have read of other peoples experiences, about 3.4-3.8 is the norm.

Go Watercooling and you'll hit it, and more, no probs (well, more chance of it happening anyway)

I have got the Noctua cooler (suggested above by Reflux) and a Antec 1200 (great air flow) and I can only achieve 3.8ghz stable (which is still an approx 50% o/c and not to be sniffed at).

When you get your kit, don't get downhearted if you can't get 4ghz on air. You will either have to be extremely lucky or live in a house with broken central heating.

ive found a great guide using roughly the set up im looking at able to get to a stable 4ghz, with good airflow (and im somewhat of an expert at that and have many decent fans) i know i will be able to achieve it, rather im looking for 'That case' and have a budget of £80 for it

but 3.8 would do me, especially given the beast the i7 is

that gigabyte is very good, many sites rate it very well for overclocking.

would get a noctua cooler instead of artic, and a different brand psu (enermax, corsair, seasonic, zalman or bequiet)

for a 20" display you could go for a ati4850 which is more than enough at that resolution and save some cash for a better case -> Lian li are very good

PS
- change that dvd drive to a sata drive, ide is horrible for cable management
- change that mouse to a logitech G5 for less or spend a couple more pounds for a logitech G9 or Rocat Kone
