help adding new second hard drive

hi all, im new to adding hard ware so i need some help.
just got myself a new sata hard drive, iv plugged it in via sata leads and the power leads.
its recognised in the bios as follows
ide2 master dvdwr
ide2 slave hd

thenew ones are
ide3 master dvd
ide3 slave hd

but when i boot up the hd isnt seen?

its not formated yet but how do i see it?

oh having pushed all the connections in for the 100th time its showing. what software (free) is best to format and partition a 650gb hard drive?
