Help Building Gaming PC

Looking to upgrade my current PC to more suit gaming, im really after 250-300fps in high quality for most recent games, my current PC is an "Advent" from PCWorld, this is due to an insurance claim at my house and they gave me a PC world voucher to replace my old custom build.
Had this PC around 2 years now with no real faults, just looking to get more than 60-90fps, will also be wanting to replace my 60hz monitor for a 144hz in the near future, not sure on a price, as low as possible while still reaching around 250-300fps.

Current Spec is:
Intel Core i5-2320 @3.00hz, 4 cores
8GB ram
AMD Radeon HD 6670
Advent DT2 Motherboard

Might be worth me starting a brand new PC and building it slowly over a few months instead of upgrading parts in this PC, just a thought.

CS:GO mainly, on 1920x1080 and highest settings, my budget is as low as possible to get the fps but still being able to upgrade in the future to a new mobo, case ect

So will a 960 or 380 work with a 144hz monitor but a 750ti wont?

Here is an explanation from another site.

Refresh rates do NOT affect FPS.

FPS = Frames per Second = How many distinct images a GPU outputs, per second

Refresh Rate = Number of times a screen is capable of DISPLAYING, per second

Hence, if you have a 60Hz moniter, and are outputting 120 FPS, you only actually display 60 frames. Likewise, if you have a 120Hz moniter and 75 FPS, you will output 75 unique frames.

Refresh Rate DOES affect Vsync however, as Vsync caps the maximum number of frames to the moniters refresh rate, so enabling Vsync on a 120Hz moniter would cap FPS at 120 FPS instead of the normal 60.

Yeah I understand that but you can only run 144hz with a display port if im sure? not using a hdmi, the card would need a display port socket aswell? Will these graphics cards work with my motherboard or am I best off starting fresh/buying 2nd hand?
