just did a fresh install of win7 x64 and can't find where this option is so i've got a damn border around my monitor :(
 
Click on the Graphics dop down menu, select Desktop and Displays, right click on the monitor at the bottom of the CCC and select configure, scaling options are there.
 
Open Catalyst control center, go to desktop and displays, right click on on the image of your monitor towards the bottom, click configure, and then you'll see the third tab a long says 'scaling options'. ;)

i was right clicking on the big monitor and getting properties. sorted now :)
