Help!! Case, memory and cpu help!

First of, i have a zalman z9 plus tower with fan control and the rear exhaust fan has stopped working, its not affecting the temps too much but would like to sort it. I have had a look at the wirring and cant work out what the problem would be. all other fans work accordingly with the fan control...do i just need a new fan?

next problem, i have the g.skill ripjaw x ddr3 pc3-12800c9 1600 MHz memory but if i have the memory options in the bios set to auto it loads the memory at 1333MHz...why?

also while using all cpu meter side bar gadget, it says my clock is 3701MHz but when i deactivate turbo mode in the bios it goes back to the standard 3400MHz
It seems that its using 100% frequency and i really do not know how to sort this out, i have tried loading the defualt cmos but nothing works. it was overclocked with smart6 which seems to have left the cpu using maximum freq even after going back to default

if you give the fan a gentle flick with a pen does it start spinning, does it do anything when power is first applied, and have you tried it connected to a mobo header.

memory speed is more than likley related to the fsb for you processor.

not quite sure what you mean by using 100% frequency tho, what is.

so if i change it to 1600 in the bios will it make much difference or will it just be limited.

the fan doesnt do anything at all, havent tried a mobo header as the wire isnt long enough and to get it out think i would have to take the mobo out as the wire runs under it and out the side panel :(

ohh and with frequency if you go on task manager, performance then resource manager with the cpu itl have cpu usage and cpu frequency

my usage is normally under 15% but my frequency is always over 90%
 
what i have done is just replace the fan, the wire was threaded through behind the motherboard which had damanged it.

i sorted out the frequency, in power options i had the minimum cpu state at 100% lol
