HELP, computer totaled?

Right so i was on this system
System:
P4 3.0 ghz 800 fbs
GA-8IK1100 gigabyte motherbroad
1gb dual channel ram
at the time a 20 gb hdd which i later changed to test to see if that was the problem (tested with a few hdds)
Radeon 9550 gfx card
230 watts psu

so i left my computer idle came to find that the screen was on stand by
wiggled the mouse to get the computer backoff of standby and nothing happened.
so I switched the pc off by thebutton on the front panel.
turned it back on and nothing, no post beep, no monitor, everything turnt on but no beep or monitor.
I tested my cpu in another pc, it worked fine. So it wasn't my cpu.
what i did notice like 3 weeks before my computer totaled was that the chipset fan on the mobo wasn't working.
anyway, so i start to think it is the motherbroad since theres only power and no beep.
i've then changed the mobo, cleaned everything, installed everything, put the power cable in the psu, i hear a rattling sound, like when a cable isn't inproperly, i push it right i, but it was.
so i changed the psu to another 230 watts. Connected all the components.
i turn the pc on,it turns on for 2 seconds then turns off then turns on again by itself again.
i really dont have a clue lol
the hdd is a different one from before.

Edit: New mobo is AsRock p4i65G
and my cpu is a socket 478.
 
well i've actually changed the mobo
the problem first started when i had the gigabyte broad

changed it to a asrock p4i65g and its doing the same thing

i've alsochanged the PSU too
same watts

Weird because my psu was alright for like a year
how comes it desides now it needs more power? lol
aint added anything to it.

anyway, i disconnected all the fans and had just 1 ide hdd
it worked but didn't boot.
i have on board gfx so i used that and it booted too
added my gfx card booted it up, it turnt on for like 2 secs, turnt off, then turnt itself back on.

this would be because of the psu right?
i am currently on the pc now, i have reformed it and disconnected a few fans.

should i buy a branded psu 400 watts or more?
