Help connecting to internet

We moved into our apartment and it has a free unsecured network. This is seen in wifi connection as belkin 54g
There is also an ethernet point in the front room

The connection did work briefly a few days ago but now just shows as an unidentified network with no internet access.

Ipconfig shows a 169.254 address with a subnet of 255.255.0.0.

I also tried an ipconfig /release and /renew which says 'Unable to contact DHCP server'

Is there anything i can do to get internet access such as setting a static ip? The landlany doesnt know anything about the net connections really - i guess the comms room downstairs is managed by another company

(using 3g on our phones for the time being)
 
If you go into your network adapter settings, you can change the IPv4 config and rather than select dynamic choose a static IP address. Without knowing exactly how the network is configured it may take a few attempts to find what IP address range is being used, but start by trying to set a default ip of 192.168.0.2, mask 255.255.255.0 with the default gateway being 192.168.0.1 if that doesn't work try the 192.168.1.x range, or 192.168.100.x. hopefully one of them will work. Depending on how many people are on the network .2 could be in use, so just pick a random number between .2 and .254
 
I have set 192.168.100.200 and gateway as 192.168.100.1

100.1 goes to the Draytek (router?) login page. Opening any website does not do anything and still shows 'no internet access'

Do I need to set DNS servers?
