Help Decode This Padlock!

So I've ordered a package and the delivery driver has left it in a locked cupboard containing some water meters etc. in my block of flats. Luckily, he left a picture of the padlock with the code to unlock it:

Can anyone please help me decode this image? I think the 3rd digit is a 2, but can't tell for sure and the others are useless to me. Perhaps someone can edit this enough to get some idea of the code

How did the delivery driver know the code? Is it written on a noticeboard somewhere?
You should also know the code if you live in the block of flats. Ask the factor, they'll probably be able to tell you.

Turns out that a neighbour (who didn't know the code) was having something done with their meter, and it had actually been left unlocked by the handyman who knows the code. Usually it's locked always. Delivery man comes in and locks it again, with my package in there

These were probably the closest guesses, after going around knocking on more doors, one resident knew the code. 1952. Thanks for playing everyone
