Help find me a CPU cooler for Xeon D-1528

Hello, I have a Supermicro SYS-E200-8D server with the above CPU. The socket is FCBGA 1667.

Space is at an extreme commodity! The stock heatsink is a bit of aluminium without fan and doesn't cool the CPU very well. To make matters worse, I've replaced the incredibly loud stock fans with 3x Noctua items which are fixed at 5000 rpm, and although whisper silent, if I start to hammer the CPU, temperatures reach 100 very quickly.

I'm looking for either 3 replacement 40mm 4 pin fans which are quieter than the stock vacuum cleaner levels ones, or a copper based HSF which would fit and help out.

Yes to both - silent and 5000 rpm. They are Noctua NF A4X20 FLX fans. There's the chassis mesh but not filter, however the server is tiny, 43mm high I think and there's 4 DIMMS, a 6 core XEON plus two SSDs to cool. I didn't have the original fans in for long as they're pretty loud even at their lowest setting.
 
Yes I have the stock ones still. I'll have another look next week. I'd say there's no more than 38-40mm in terms of height.
 
I think I found a copper HSF but it didn’t make a huge difference. I ended up selling the lab setup and moving to something with more space.
