I didnt know if this should be in the monitor section, graphics card or general as it could be any reason.

I got a new 23" monitor today, plugged it in, all nice and all. Except my windows doesnt fill the screen. I remember on my old 460gtx, nvidia had a setting to adjust the screen size to fit your monitor. Id say theres a back boarder of about 1inch before the frame of my monitor

Sounds like it's not outputting the correct resolution, and therefore the monitor is displaying the pixels it knows about.

Increase your display output resolution to the correct resolution for the monitor.

In which case it will have something to do with your video card overscanning/underscanning for TV output.

There will be a setting in the nVidia control panel for this, or at least there is on the Catalyst Control Panel for AMD.

Sounds like a scaling issue. On catalyst there is a slider to overscan or underscan depending on what you need to do. Unsure what the setting is on Nvidia but it will be in managing desktops section I would think.
