[HELP] High End PC Random Stutters [Ryzen 7 7700X&4090]

Hello. So, recently I've bought 4090 and started having this weird issue: my games(not all) just started having random stutter which happens usually after 5/10 or so minutes of playing the game. I don't have any garbage software installed, and it's not a throttling issue as you can see my temps are fine in the video.
This happens in Apex Legends, Warzone 2.0, BF 2042. I didn't notice this stutter in Dying Light 2 and Hogwarts Legacy tho. Also, I don't know why&what is the reason, but after reinstalling Windows it only drops to 291 FPS, when it used to drop to 270 from 300. Same goes if FPS is locked: drops to 140, used to drop to 135 or lower.

PC Specs:
Ryzen 7 7700X
Asus ROG STRIX 4090
Asus ROG STRIX B650E-E
32GB DDR5 6000Mhz CL32 Kingston Fury Renegade
2x M.2 SSD
1x SATA 3 SSD
1x SATA 3 HDD
Be Quiet 1200W Platinum PSU
ALL games are installed on an SSD.

I've tried literally everyhing:
- Freshly installing Windows 10 (Didn't try 11, but I doubt it will help)
- Disabling fTPM in BIOS
- Updating BIOS/Nvidia Driver/Chipset drivers to the latest versions
- Disabling D.O.C.P in BIOS
- Disabling V-sync/G-sync in NVCP
- Disabling HPET in Windows' settings
- HAGS On/Off
- Playing Apex on DX11 and DX12
- Disabling Xbox Game DVR
- Disabling MSI Afterburner and using FPS Monitor
- Removing GeForce Experience
- Setting High Performance mode in Windows and NVCP

Honestly, I don't know what to do at this point, I'm willing to pay via PayPal for someone who can help me to fix this damn problem.

Disable HPET in BIOS if you have the option for it, in theory disabling in Windows should be enough but I'm not sure.
Disconnect the HDD (for testing purposes).
Force Vsync off.
Disable threaded optimisation in Nvidia settings.

No option to disable HPET in Asus' BIOS unfortunately. Will try to disconnect the HDD and disable threaded optimisation, thanks!

HDD was enabled. Will test without it tomorrow. Also, notice how it drops to 291, before reinstalling Windows it used to drop to 270. What do you think can cause it?
 
If it was me I’d disconnect all the hard drives and try a fresh install of Windows 11 on one of the M.2 drives and see if it makes a difference.

I was having some weird issues with 10, not stutters but I think something wasn’t right with my cpu utilisation, maybe was the ryzen chipset drivers or the launch mobo bios but I can’t be sure. (Specs in sig)
Anyway I’m sticking with 11 as it’s working well and after a little customisation it’s totally fine.

Worth a shot!
 
I had the same thing a few weeks back. You could see the GPU usage jumping up and down like a lie detector. I couldn't work it out. So I put windows 10 back on and it fixed it. Now back on win11 and it's still fine.

Never found out what it was and I did have much installed other than games.

So, maybe a fresh install ?
 
You got all that tech and you're in Ukraine? Didn't think that high end stuff would be getting to Ukraine. Hope you and your family are ok.

Looks like an asset streaming related stutter to me, which are generally unavoidable (depends on the game's coding for managing that system & the API). Unless it also happens while standing still.
 
Have you turned off or turned down the frequency the Windows desktop background cycles .

Spent months chasing down stutters in Bfv to find it was that. Big doh moment.
 
If you use the standard windows desktop theme, the background picture will change at a set interval, not sure what the default is.

I somehow had it set on 5 mins, everytime it changed image I got a big stutter. Its pretty dumb , but hey, worth a check.
