I had tried to do selective start up via msconfig, and I accidently selected "alternate shell". The PC then booted into a CMD.exe window and nothing else, no UI, no taskbar, pressing Windows key does nothing.
I was very scared and posted here for help because Google had me down a rabbit hole... Then it occurred to me that I could try typing "msconfig" into the CMD window.
Voila, I could change settings back to normal.
