HELP . is there anything i can do ?

friend put all his files in onedrive which we assumed was a good enough backup

we wiped his pc , then reinstalled windows 10 and one drive

now lots of his files are missing, looks like onedrive did not back up to the cloud properly for about the last month or so

after formating and reinstalling windows fresh, is there any way to recover the files
