Out of those 3 i would go with the Sapphire Vega 64 Nitro. It performs around the same as the 2070 and comes with 3 free games which you can keep or punt on to make the card even cheaper.

What monitor do you have? does it support either gysnc or freesync? if its a freesync screen pick up one of the AMD cards.
 
NITRO+ everytime - however worth mentioning that there were a lot of unhappy folk recently citing horrendous coil whine but as with anything ymmv
Strix is a lovely looking card and is almost whisper quiet if you get the revised heatsink version or change out the thermal pad if it ain't the revised version
