Ok i think i'm in need of alittle help. My card has a stock voltage of 1174mv i have had it bench heaven at 1125 core without artifacts on stock volts with memory at stock. Drivers are latest beta and using afterburner 2.2.2 , limits in CCC are 1200 core and 1650 memory. Have the missing dll files in afterburner folder. My card has a small amount of coil wine when testing but as soon as i try to test at 1130-1140 core i get small flashing areas of textures in heaven but it will not crash or freeze. I have had 20%power and also tried alittle extra volts, 1187mv but i get more coil whine and a sort of fizzing noise with it. I haven't tried anyfurther as i don't want to damage my card. I know these are good for at least 1.25-1.3 volts on air and gpuz is telling me my card is not pulling 1.174v at load more like 1.65v which i guess is a little v droop. Temps have been 63° at most during heaven and 30° idle.

Your card will not be pulling 1.65v 
Coil whine is a common on these cards, all 3 of mine had it and it's mostly vanish now with them being used, so it should get better - it certainty won't break the card.
Just keep pushing the volts and try a bit more memory volts ( this is in the msi sub menu).
I would try 1.2 volts, and try and keep the temps down as that in my experience is what causes artifacts when overclocking.

I didn't get much coil whine on mine I think I get it if I have my fans above 60% which I don't, I have my fan at 50% max.
I think cliff meant 1.165mv. Also I have heard people getting rid of coil whine by leaving heaven running for a few hours or over night. Also with the weather at the moment its not ideal overclocking weather ,you will hit higher temps quicker.
