Help me please, can't access the BIOS

Also, when I boot, there is no splash screen and it says driver failed no HDD detected, even though I can use the HDD

Ok, I will do a cmos reset, then flash? Should I press the CMOS button on the back while it's off?

I cleared CMOS, not working, is it time for RMA? I won't be able to flash it because I don't have access to the bios

Surely without the BIOS you can't even access Windows?

Have you tried the keyboard in a USB 2.0 port? A standard old PS/2 keyboard instead of USB maybe?

I have tried the PS2 KB, using it right now, the bios is strange, maybe the previous owner done something?

Just had similar issues with my cousins computer (trying to swap boot config to SSD first) and it turned to be the computer didnt like outputting BIOS over VGA/ DVi, but worked fine through HDMI (HD 6850 GPU).
Could try that?
