Up you CPU voltage to 1.35v and try OCCT again.

ok now it gets to about 98% and keeps going up and down. doesnt seem to be gettin any closer to 100%

It never gets to 100% (Windows needs a little bit to run on).

It'll bounce between 98-99.7% or so. Let it run for atleast an hour to check for stability.

What are the temps like in Core Temp?

around the same. if i leave it for 15mins im sure they will return to 30's.
do you think i could give it anymore juice. im gonna let OCCT run over night

A couple of hours should be enough. You can stop the Auto test and then select the Custom 2hr test.

I'd be more worried about the load temps. What are they like under OCCT load?

That's about average for 3ghz on the stock cooler. You can sensibly go as high as 75c under OCCT load, but any more and a better cooler is needed.

Hmm they're not particularly great then, tho nothing will ever heat up your CPU like OCCT does.

Is there anything that i can do to get the temps down?

Because they are at that temp now, would you not recommend to overclock it anymore?
