Help needed formatting flash drive

A friend has a 2GB flash drive that was partitioned into two drives, one of 1.5MB and one of 1.9985 GB. The second was password-protected but he's lost the password. Does anyone know how to do a very low level format of one of these so that the whole drive is reformatted, not just the unsecured partition?

I am guessing he has tried this, hence asking how to format both drives, not just the one that isn't protected. I assume XP asks for a password, if existing, before allowing one to format a drive.
