Help needed, new mobo wont post

I upgraded my system today and changed the following

Gigabyte DS3 to Asus P5E
Lian Li Pc7 to Antec P182
Scythe Ninja to TRU120e

Put the new mobo and everything into the new case and now when I power on I get the green light on the mobo, press the switch and the fans spin up for a few seconds, then it dies then spins up again then dies and so on.

Any ideas? The board was used from an auction site, I have tried with just 1 stick of ram, im going to try without gfx card and may try with the board out of the case, could the board be faulty? I have an Asus IP35 pro I can try and see if that boots.

edit - forgot to say I get no system bleeps at all

Just tried it without ram, gfx, sound or anything plugged in and its the same.

Well I tried everything, mobo out the chassis, tried my old board the exact same way and that bleeps and stays powered on.

I check the cpu holder pins, all seems fine.

Looks like I will be doing my new build with the Abit IP35, im about to try that now.

Yea I tried that.

I put the IP35 in and that works, the Asus seller was very close to me so I'm going to pay him a visit, maybe he will be able to test it and see for himself.
 
He stated it was tested and working in the auction.

My cpu is a Q6600 i'm sure this board will support it.

The board wont even stay on long enough to do a bios update.

I have contacted the guy and waiting for his reply now, I will pop over with it and he can see for himself that it doesnt work if needed.
