Help needed system won't boot corsair HX850

Ok, so I was happily working on my pc watching Netflix, and then I turned an attached USB fan on (has been working before) and my pc shut off (although the USB fan kept spinning). Tried turning back on but nothing. Unplugged all unnecessary USB devices and tried again, nothing. I opened up the case and smelled an electronic type smell, like something had got hot, touched most areas around and the pc but all seem quite cool, have noticed when I do turn the pc on I hear a single click noise, but this only happens once, and I will have to unplug/replug the pc to hear it again. I'm really quite stuck, I would have said the power supply is at fault but it still powers USB devices whilst turned off (which is normal), and also the Ethernet light and mobo powerlights are on. I have been running this system since September 2013. Would greatly appreciate any help :( I am skeptical of this being a connector issue as it has been running seamlessly since I built it.
My system:
I7 4770k @ 3.5
GTX780 SC edition
16GB Corsair 1600mhz dominator ram @ 9-9-9-24
HX850 power supply
Asus z87 pro motherboard
Update: just to confirm, no bios, no POST beep codes at all, fans don't spin but all lights inside the pc are on and all USB peripherals are being powered

Try a CMOS reset and run bare minimum i.e. on board GPU and one stick of ram.

Also try the PSU test with the paper clip and just have one fan attached for a little load.

 
Tried cmos but no avail, however I started to remove any unnecessary items, started with my cold cathode inverter and gpu and it booted, I god damn hope it's not the £400 graphics card at fault, here we go...
