Help needed understanding rendering latency, refresh rates, response times etc

I play a lot of Valorant but I struggle big time when it comes to 1v1, I can never seem to get the first shot in. So I've decided to see what can be done to give me an extra edge.
After tweaking a few game settings I have lowered my "Game to Render Latency" down to 2.7-3ms from 6-7ms in a bid to increase my chances of actually winning a 1v1.
However; I have no idea if this will even be a benefit. Does lowering this stat actually do anything?
Even though the game is now rendering around 3ms, according to my Nvidia overlay my "average PC latency" is 6ms (down from 11ms previously). Also; my monitor has a refresh rate of 144hz which equates to a refresh every 6.94ms.
What does all this mean? I'm thinking as long as I keep all these latency stats below 6.94ms then I'm only limited by my monitor's refresh rate right?
Can any tech wizards out there please EL15?
