help needed with low price package spec

I'm more used to the higher end gear and not very familiar with the lower spec hardware. I need something in a hurry and don't have time to research it all so would really appreciate help with this spec

Looking for a real low price mobo, cpu and RAM package. don't mind intel or amd.

it's going into a pc that will just web browse and download.

mobo must be atx (not micro). must have at least 4 sata ports and either have on board GPU or have pci slot.

edit, just checked the mobo is micro atx.

long story but my mobo locator lugs are fixed so I have to go for atx board.
