Help needed with specs for my new project

I am going to building a PC for a friend and wondered if I could get some advice on the below set up. The spec doesn't have to be ground breaking but there are a few small requirements.

The price is to be approx £300 for the below items (case is already owned so not needed)
It needs large storage but preferably a small SSD for the os
It needs HDMI output
It will be fitting in a very small case

I would also like to know if it can be run from a 200w pico PSU or will it need a higher wattage? And if its in a small case will one fan sucking fresh air in and the CPU fan used to expel air via some sort of funnel system?

What case you putting it into and what OS, 64 may not be big enough?

Also, you'll deffinatley need another PSU, 500/550w ish maybe?

The case isn't final as we have a few to choose from but the original thought was possibly an old Xbox 360 case if it it could fit, hence the ITX board, slimline DVD and pico PSU. It looks like it can be done if a PSU solution can be found and a suitable way to mount the disc drive can be found.

An OS hasn't yet to be chosen, it will most probably be windows 7 although 8 will be a possibility if the price is right.
