Help overclocking 3570k

hey ive been wanting to overclock my 3570k for a long time now but a few questions. I have two sticks of 8gb ddr3 ram which are!

Kingston Technology ValueRam DDR3 1600 MHz 8GB
Kingston Technology KVR1333D3N9/8G 8GB DDR3 1333MHz

both are different frequencies is this going to effect my overclock or will the ram both run at the lowest frequency? in the past when I have tried to overclock the cpu the pc boots up but never gets to boot windows so could you use a bit of advise on overclocking as well thanks.
 
I believe 4.5ghz I'm on the asus maximus v gene motherboard and ROG has a guide to overclocking a 3570k on it and that's what I tried which didn't work. oh forget to say my heatsink is a Raijintek Themis Black Heatpipe CPU Cooler
 
ok as I speak I tried what you just said but on 4.5 wont boot to windows resets so tried 4.4 same result so tried 4.0 on 1.275v and its loaded up ok? what should I do now
 
I upgraded my bios a while back to the latest version. sorry to ask again but what should I use to tests temperatures under load ? what would be too hot? and can I damage my cpu at all sorry I'm a noob with all this
