Help overclocking AMD 64 2800+

There is unfortunately no overclocking options on my bios on my pc, however I have been thinking that maybe I can adjust the multiplier to overclock, I have a few questions though
*Firstly is the multiplier on the AMD 64 cpus locked
*Secondly if so then how can I unlock the multiplier
*Finally does anybody have any programs that they would recommend to adjust the multiplier

P.S. I have found a program that lets me adjust the multiplier but it seems I can only adjust it downwards

yep multi is locked , can only go down im afraid... i would say invest in a new mobo

Nope, these things are laser locked.

The reason you can lower it is because of "cool and quiet" which lowers the CPU speed when it's not under load.
