help!! pc external build

I am building my first pc, the cpu, heatsink fan, ram and gpu are all installed i am now trying to do a external build to test it, the light on my motherboard is on but my fans for my gpu cpu and psu are not spinning, what do i do? :confused:
 
Thanks for the quick responce guys the psu is on my 20+4 pin power connectors on and so is the 4 pin cpu cable, my motherboard has onboard graphics but iv tryed with the gpu and without and i get no display on my tv. my motherboard doesnt have an onboard power switch iv tryed shorting the pins and trying to attach the cable from the power button on the case to the motherboard all to no avail.

for refernce here are my specs:
mobo: Asus m4a88t-m
cpu: phenom ii x4 850
gpu: sapphire 6850
case: zalman z9 plus
ram: corasir vengence 2x2gb
psu: ocz stealth stream 2 600w
 
how would i go about reseting the bios? remove what battery? sorry if these are stupid questions, i forgot to mention that the mobo is on top of the motherboard box it came in.
i will try switching around the ram see if that helps
 
this may or may not be relevent but the manual for my motherboard keeps telling my to use an IDE 40 pin connector but i dont really see how this works
