im doing my first build and not sure which card to get. so far its narrowed down to a radeon mid to high range but i want it to be as quiet as possible and price is flexible just not overly expensive
 
Asus HD5850 Voltage tweak. The cheapest and probably the best. Or one of the XFX cards with the games bundles. Loads of great deals on to be had with XFX packages now.

If you definitely want as quiet as possible you may want to have a look at the Sapphire Vapour-X or Toxics. Quite a lot more money, but definitely very quiet and cool.
 
For the price of a vapor or toxic, you're better of buying a standard card and buy a zalman vf3000 for it. Cheaper and better cooling. Stock 5850 is hardly noisy.
