(60hz as the scenario) ...,,if i set my rtss limit to 60 and the games v sync is also locking it to 60, just in theory would the two limiters clash with each other ? or dosent the v sync 60 lock not count as a limiter ?, if someone could answer this please

Setting rivatuner to 60 on a 60hz monitor while using vsync will, in theory, stabilize frametimes and won't clash. I've been doing it for years with good results.

If your hardware can't maintain a steady 60 fps though, I'd assume the vSync will drop your frames to 30/40 or (whatever it does) when theres a performance hitch? Better off just capping with RTSS slightly under 60 fps (57) unless you want to get rid of tearing.

Another option depending on GPU is using fastsync for nvidia or enhanced sync by amd.

These methods you just run the games at max available frames rate any frames above the refresh rate 60hz in your case will be displayed as a complete frame meaning no screen tear.
The biggest draw back here is more computer power will be used.

depends on if it's double buffered vsync or not. double will half your refresh rate if it can't maintain it but standard triple won't. and yeah, the fastsync option is one way to go but I've never really had much luck with it. I always just use regular triple buffered and rtss set to 60. getting a freesync or gsync monitor would be a better solution.
