Help Please!!! DESPERATE!!

Just put together a new company PC, but there's a slight problem with it in that it doesn't work.

I plug all the power wires in, Red light comes on mobo, i press the on switch but then all the fans wirr for a second then stop, then repeat this.

Any ideas? The computer is brand new and I'm sure I've done something wrong, but everything looks ok to me.

P.S: Spec. is: Abit IP35-E Mobo
Intel Core2duo E6750
OCZ Platinum 2GB Ram
Cheapo PCI-E Graphics card.
With a 520W Corsair PSU to power it all.

Help please!!
 
Update: Just tried clearing cmos twice and it seems to boot up okish now.

Will test with a monitor.

But light is still red. Thanks, will test these things.
 
Stopped again, if i clear cmos a couple of times then it seems to go properly but only booted once.

And yeh my Green light comes on when i turn on the PC.
 
Got into bios twice, only havent got the HDD plugged in (wouldnt boot without it either).

Will update when tested with the HDD.

CPU Idling at 27, so heatsink must be ok. Will test for a while and try other things if it gives up.

Update update: I upped the voltage to the Ram, as was defaulting at 1.7V where is rated at 1.9-2.0.

Thanks again for the help, i'll come back here if i have any more problems.
 
Ahh ok great, thanks for the heads up.

Would have been able to do it when I first turned it on, but the person its going to would never overclock or whatever, so thought he wouldnt need it, and I wasnt exactly sure which mobo was coming :P. Will flash it as soon as I get XP installed. + 500GB Harddrives are a pain in the arse to format!!

The PC that is coming for me though is a different story haha.
