Help please. PC won't boot

Need a quick bit of advice on what's died in my PC. Getting power through the mobo for peripherals, but no hard drive or cpu fan activity when I try to power on... Is it a) borked mobo, b) fried CPU c) dead hard drive?
 
You don't need a hard drive to get to the post screen.

I'd unhook everything unnecessary. Single stick of memory (and then swap it, or try no memory if you have a case speaker for it to give the no memory beep). You have on chip graphics, so plug the monitor into the mobo graphics output, though as you say no CPU fan spinning is as good an indicator here.

Check the power connector and the 4 pin one and cpu fan one.

Reset the bios. Take the mobo out of the case.

At this point with no life you will have to decide whether to buy in a new PSU as most won't be able to multimeter test one. [Edit: I see you say the peripherals are getting power, but 12v to check]
