Help please, windows not booting properly

have a small dell laptop that when it boots gets to the windows cursour and does not go any further

i can move the cursour but its on a black background

same thing in safe mode, i can see the safe mode in the corners, i see and can move the cursour but nothing else, just a black background

any ideas ?

Sounds like the OS could be corrupt try repairing the OS using the install disc or just wipe and re-install.
