Hi. I ordered this built from Overclockers at the start of the month:

Intel Core 2 Duo E8500 LGA775 'Wolfdale' 3.16GHz (1333FSB)
Asus GeForce 9800 GT HybridPower 512MB GDDR3 HDTV/DVI (PCI-Express)
Gigabyte GA-EP45-DS3R Intel P45 (Socket 775) PCI-Express DDR2 Motherboard
Corsair TX 750W ATX2.2 SLI Compliant PSU
Antec 900 Nine Hundred Ultimate Gaming Case - Black (No PSU)
Western Digital Caviar Black 750GB SATA-II 32MB Cache
Corsair 4GB DDR2 XMS2 PC2-6400C5 TwinX (2x2GB)
Seagate Barracuda 7200.10 160GB SATA-II 8MB Cache
Pioneer DVR-216DBK 20x DVD±RW SATA Dual Layer ReWriter (Black)

First and foremost, am I right in thinking that all this is compatible? Due to time constraints, I had a shop do the assembly and they say no power output is coming from the PCI/PCI-E slots. Also if it is any help, at the top right corner of the Motherboard there are some LED's ranging from green to red, mine goes all the way up.

Hi and welcome. :)

Yes that is all compatible. So what is happening with the computer right now then? Have you tested the PCI slots yourself?
If the slots are not working then you need to RMA the motherboard.

Thanks a lot, I was thinking as it was brand new it couldn't be the Motherboard :( Oh well, I'll get in contact with Overclockers.

Thats the energy monitoring, my Gigabyte has these led's (GA-EX38-DS5)

Dynamic Energy Saver Advanced
GIGABYTE Dynamic Energy Saver Advanced provides better energy saving capabilities and enhanced system performance. GIGABYTE Dynamic Energy Saver Advanced is the world’s only motherboard energy saving technology with hardware-based Dynamic 6-Gear* Switching. With support for VRD 11.1, GIGABYTE’s DES Advanced allows the motherboard to switch to 1 Gear phase switching during idle, allowing for a dramatic increase in power savings.

GIGABYTE has also retooled Dynamic Energy Saver to allow overclockers to experience the benefits of multi-gear power phase switching while overclocking, providing ultra stable, ultra smooth overclocking performance.
* The 6-Gear feature may vary by model. Gear 1 phase switching requires 45nm processors with PSI signal enabled.

The quote is from the Gigabyte web page for your motherboard.

According to the manaul states cpu loading. The more LEDS light up the higher the cpu loading.

It's difficult to diagnose, however if the PC shop tested it and said it was the motherboard then that's what I'd go with.
