It doesn't come with a PSU, and -see to be honest mate- the PSUs that come "free" with cases tend to be very low quality -regardless of wattage-. There's every chance that a low quality PSU will go up in smoke one day, taking most of your components with it. Go for a decent, branded PSU from the likes of Tagan, Enermax, Corsair, Antec, etc.
I'm also not too sure about the case. If you're in that price range, there's no real substitute for a nice Lian-Li PC7. Those 25cm fans on the value case are just silly and tacky.

You really need to see the PC7 "in the flesh" in order to appreciate the quality. Some might think that it looks "plain", but ithe actual quality of the construction is awesome.
"Value" cases are the exact opposite. They look worse in the flesh than they do in the promotional pictures (poor build quality, jaggy internal construction, etc)

if u wantz a gd case nd 'pawerpack' (spelt power supply by the way) den u shuld b lokin @ da antec cases dey iz da bom

if you would like a good case which includes a power supply, may i suggest the antec range, they are, in general top quality cases, some of which come with power supplies, try for instance the antec sonata II (which looks far better than the sonata 3
)
