Help prepping some photos - urgent!

Right, work have given me the task to prep up some images for a bid submission for this afternoon. I did remind them early this week that I would need the photos asap so I could do them at home using my pc and gimp, but predictably, I've only been given the photos today and my work pc has no photo software. Is there anything online that will help me do this? If not, I could ask the IT team what photo software they hold and install on my machine but that is likely to take ages knowing them.

Upload high resolution zip file
Images must:
> Be saved in JPG format at least 300 dpi resolution
> Be a minimum size of 26cm wide
> Have no captions on the photos
> Have file names including the project name
> Include an exterior shot and interiors
featuring people

Upload thumbnails
For the judges to view online, you also need to
upload thumbnail versions of the same images.
> Size: 800px max width or height along longest edge
> Resolution: 72dpi
> Colour: RGB Colour
> Format: JPEG (.jpg)

Thanks, had a look but it doesn't offer anything over Piknik, which I'm using as it's best I can find so far.
 
Piknik won't drop the resoution to 72dpi or change to rgb colour space. It is also automatically resizing all photos 3000pixels wide to ~2700 or so by default, which is only 24cm or so.

I would preferred not to have risked it but in the grand scheme of things, I am not sure if the accepting body is going to reject them so I am just making do with what I've got.
