Help! Q6600 Speeds

Hey guys, I built my PC yesterday, First time in ages using Intel [was a AMD'er]

I'm on a p5k-e with the newest bios.

Basically I've disabled SpeedStep already but still this is what i get:

then for a second or two it'll jump to:

how can i get it to just stay at stock speed? have i forgot to disable/enable something?

I've already disabled speedstep, I'll go and change the multi now, Thanks.

I'm abit of a idiot when it comes to BIOS, when you said change the multplier did you mean change the CPU Ratio?

I'm not looking to overclock, I just wanted my CPU at stock speed [2400] instead of 1603.

As Wingz says: disable C1E. fwiw, you are running at stock, but the bios winds down the multi when the machine is not under load.

I can't stop this?
