[Help Request] Strange PSU Behaviour?

Apologies for the wall of text, I've been having some problems with my PSU and having exhausted most options I can think of, I wanted to get advice from someone slightly more knowledgeable before I go any further.

A few months ago I moved my system into a new case. I was careful, checked and double checked everything, the whole process went smoothly.

Other than the case, everything was put back exactly the same with the exception of removing one of the two graphics cards (I'd initially set it up for sli, but quickly found I preferred dual monitors so the second card had been redundant for a while).

However, about half a second after pressing the power button for the first time, my psu (enermax galaxy 1000w) status alarm gave the singal for 'psu protection active' and everything goes off again.

So... I check everything again, all connections are secure, nothing abnormal whatsoever. Try again, same result. On the third attempt, it seemed to boot fine, and I thought no more of it.

Since then, every time the pc is turned off at the wall/psu for any significant length of time, this problem occurs again, and it's gradually been getting worse.

I eventually found that if I turned the cpu cooler (tuniq tower cooler with an adjustable fan speed) to maximum speed the system would usually boot fine, but not if the fan was set any lower than about 3/4. This seemed strange, especially since after booting I could turn the fan back down to near minimum and the cpu would still run at a perfectly low temperature.

Recently I got tired of the considerable noise the tower cooler put out at max speed, plus I'd always wanted to try it, so I put together a water cooling loop. This went perfectly, no leaks and I've had it running for hours with no problem.

Now it comes to add it to the pc, and I've got the same problem with the psu, except now I don't have an adjustable cpu fan so I'm stuck for a way to get it to boot at all!

I've tried swapping out every component other than the psu itself and the cpu (due to not having a spare) for known working parts, and it's had no effect whatsoever.

So my guess is that the psu must be faulty, although that's all it is - a guess. Enermax's RMA procedure is hardly user-friendly, so before I embark on that I wanted to just get a few opinions as to whether this is in fact the likely cause.

BFG nforce 680iSLI
Intel Q6600
geforce 8800gtx (formerly x2)
8gb ocz pc2 8500 ram
generic hdds and dvd drive of some description
vista ultimate x64

Update... reinstalling the seconds graphics card as well makes the system work again!

Could it be that the system is drawing too little power for the psu (1000w is pretty big after all) and that's why the psu is shutting off? I guess it would fit with why turning the fan up really high made the difference...

If so, any idea how I could solve this one without actually plugging in both cards (since I'm only using one of them)? Is this actually normal behaviour for a psu?
 
I've tried both individually and it didn't seem to make any difference. The fact that it also works if I use the other cpu cooler (on max fan speed only) suggests to me that it's not as issue with the cards. Very strange...
