Help requested, choosing the correct GPU?

So im struggling to run fallout 4 in low graphics settings without stuttering in even the most mundane areas.

this is my current setup:

Gigabyte x58a-ud3r motherboard
Intel i7 930 2.8ghz overclocked to 4.0ghz
2 x 8gb hyperx savage 1600hmz
2 x 1gb ATI radeon HD 5770 crossfire
samsung LS19 inch monitor 60hz 32bit 1360x768

i meet all the minimum specs for the game with the exception of the graphics setup, so im thinking of upgrading that next, heres what i had in mind.

*RADEON R9 390X GAMING EDITION 8192MB GDDR5
*G-Master GB2888UHSU-B1 28" 3840x2160 TN FREESYNC 4K 60Hz 1ms Gaming Widescreen LED Monitor

whats your opinions? im not an expert by any means and would really appreciate some advice.
 
oooops yeah i forgot psu, its a corsair 650w already.

i dont really have a budget, i picked that card, it seems to be future proof for at least a few years.

all in, on OC website it comes in at £700
 
Thanks for your advice on this, just waiting on confirmation that the gpu is compatible, I think it is the mobo has 2 X 16x speed pci slots, don't think there should be any other issues, also changed my mind of minitors thanks to your advice now looking at ACER PREDATOR XF270HU 27" 2560X1440 IPS FREESYNC 144HZ GAMING WIDESCREEN LED MONITOR - BLACK/RED.

Still going for 390x though as the others say they require pci 3.0 and not sure my mobo is compatible.
 
Just had some feedback from ocuk recommending me against this GPU due to CPU bottlenecking, I would have thought 4GHz would be plenty to prevent this? What's your thoughts?

Thankyou for your webnote, the GPU and monitor would be compatible with your system, however you will run into two main problems;

- This GPU used alongside this older processor will bottleneck and you won't get the full performance output of the GPU, (approximate 10-15% loss of performance).

- This Monitor is 2560x1440 and 144Hz, 2560x1440 resolution is much harder to run than standard 1080p, the R9 390X would run it well if you didn't have the 144Hz on the monitor aswell. A 144Hz panel means you will need to achieve a smooth 144 frames per second (fps) for the screen to perform. 144Hz on 2560x1440 is hard to achieve if you are playing AAA title games such as Witcher 3 on high/max settings. If you are playing games such as CS:GO/ Call of Duty or MOBA's such as League of Legends then it won't ever be a problem as these are easy to run.

What's your thoughts should I change my setup completely?
 
Yeah I gave them the full spec, I did wanna call BS but thought maybes I was missing something, I'm gonna go for it anyway and see for myself.
 
I'm sure the more I read the response the little the fella knows about his own products, the monitor is freesync and sets the frequency to the GPU and not fixed. I can't see it being an issue, I'll be ordering it tomorrow so will report back on findings/benchmarks.
 
Well, here with GTX 570 1080p ultra i got around 30-50 fps. At the street 40 ish.

If the guy wants to run this game in 4K , need lot off horsepower in GPU. I wouldn't even try on my rig 2560x1600. I don't wanna see 5-10 fps.

Nah I settled for 2k, still a way to go the achieve an affordable 4K rig.
